You did have to take out the headlight but that was only 1 screw and 2 clips. I used to do it in the car park whilst waiting for the Eurotunnel.

To aim LED fog lights, you need to have a wall and a level surface that meets at a 90-degree angle. Focus the lights on the wall and mark at the bull’s eye, which is the middle of the beam. Reverse the car 25 feet back and focus on the wall. Using the fog light adjustment screw, adjust the beam until the top is 4-inches below the bull’s eye.
The headlights are not put in from the factory that well they are usually pulled to one side or pointing up or down. My recommendation would be to loosen the 3 headlight bolts. Two from the top and one between the 1/4 panel and the bumper. then push the light around and get it centered left right and a little low.

I spoke with ford and they want ridiculous money for the switch in the car, which works as the sidelights work when you turn them on. also the height adjustment also
There is also a "Lighting Control" fuse, F115, 7.5A which might be a "Single Point of Failure", but I would have thought relay more likley. Your could try swapping the main beam relay with the dip relay and seeing if there is any change. 1.
