It's more like a drop + weird stutter idk how to explain it. It is noticable. Yea I know what you mean. There's definitely a weird "snag" at times. IIRC the Battlefront 2 campaign had the same issue for a while until it was fixed, so hopefully we get a fix soon. There also seems to be a weird effect on the lightsaber when Vsync is turned on.
I'm kind of baffled at this game's performance. I've read that everyone has this loading stutter. But it goes beyond that. To preface, my specs are i7 8700k RTX 2080ti XC 16gb DDR4 Windows 10 Installed on an SSD I'm playing on a gysnc 1440p monitor. This game runs at like 130 at the highest, but there are parts of the game like the landing area on Kashyyk that run at like as low as 65fps. The

Run the game as admin and let it finish optimizing. It should prevent significant stuttering and you only have to do it once (unless you change settings). Tell it in nvidia profile to use max power for the game. This tip doesn't work for everyone unfortunately.

So I'm finally playing Jedi Fallen Order. Enjoying it. Performance isn't awful, but the game hitches and stutters, even on a NVME. But I just got to the wookie planet, Kashyyyk. Suddenly it was stuttering like NEVER before. Intolerable. my CPU usage shot up from 20-25% to 80%+ and my GPU usage dropped. Suddenly, I was CPU limited.

Stuttering is usually caused by a temporary lack of a critical resource. Most commonly the cpu. Your graphics card changed what perhaps was a graphics limited game to a cpu limited game.
